If i understand your problem right, then you have the same problem as me. If you notice carefully your computer will minimize anything you play in full screen, and also your browser will lose focus when browsing. This is a system wide problem, I ruled out steam a long time ago.

Im using 64 bit home premium and it used to work fine till a month or two ago. The computer constantly refreshes ever 1 - 2 minutes, as a result whatever program im using at the time refreshes too. This stops me typing on Word, it causes whatever game i might be playing to crash to the taskbar...
