If a person with a OEM computer uses the system recovery partition to restore their operating system is a Windows.old file generated? As I understand this, using the recovery partition formats the partition. So I'm guessing that a Window.old file would not be created?

I was reading a topic at another website where the poster had been doing ping tests. What has me curious is the fact that their pings in Safe Mode were faster that those run normally. Can someone here tell why this would be?
