Receive Buffers was already at 256. Increasing Transmit Buffers to 512 helped quite a bit, but it's not completely gone. Thanks for that! =)

Scanned for Virus' and Malware, found nothing. I am not using IE. I'm using Firefox. Downloading slows down everything, not only Website loading, but also everything else requiring an internet connection. Basically it slows down my complete Internet Connection.
