That is correct. I can't login any way. Replying to haxcid, I'm not able to go through setup. It gives me an unexpected error and tell me it'll continue once the computer restarts. The restart has no effect whatsoever, it gives me the same error and attempts to restart again.

Hello, I'm having the exact same problem as the original thread poster (http://windows7forums.com/windows-7-support/54096-blue-screen-startup-safe-mode-fails.html) and I have unknowingly restored my computer to factory settings. Safe modes don't work because they launch into the first time...
