Try booting into Safe Mode and disable Virus and threat protection temporarily. But if you're using a third-party antivirus and it's not working, this is what you can do.

Are you overclocking? If you are, try resetting the system using the steps here.

Click on the notifications icon, then Manage Notifications. You can either turn off all notifications, or choose which apps you only want to receive notifs from. You can also right-click on the notifications icon > focus assist, then choose if you want to get priority or alarms only.
