SOLUTION Step 1. Windows "Disk Cleanup Wizard" - delete "Thumbnails" 100% fixed this problem. ONLY select "thumbnails" See: Open and Use Disk Cleanup in Windows 10 Step 2. Be sure "Always show icons never thumbnails" is NOT checked. See: Enable or Disable Thumbnail Previews in File Explorer...
