probability of psu causing the issue? I am pretty sure this crappy psu is all what remains other than my HDD. (I had the issue before upgrading these parts)

Do you think this is probably the issue? 60 bucks is a bit much to throw at hopes. I will probably buy it either way. I am just curious.
