i did not ask about GPO, it is clear that GPO is 100% clean, i am asking what restrictions can we find in reports not from GPO reports.

Is there a tool to show what is being restricted on the device...

there 0 evidence of any policy or app control or any reason at all to have this issue. nothing is showing in any report at all.

is there a way to reset all GPO to default?
