I think I may have fixed it myself. Apparently the ATI graphics card driver has some issues with the control center part of it. I uninstalled my driver and reinstalled with the base driver itself. Not sure if this worked yet, hopefully it will.
I have never overclocked my pc (I might have accidently overclocked my gpu once by accident, how would I reset) and the only drivers I update are my gpu drivers cause its the easiest to find.
