No context menu. The start menu button doesn't respond at all. How do I get the control panel up?

It does but I cannot get to that stage as the start menu is non responsive!

I have a problem in that Windows 10 is not working for me, and I am trying to roll back to Windows 7. One of the difficulties is a non functioning Start Menu. So how to I get to Settings and then Update and Security etc to begin the roll back process to Windows 7?

The system restore point option hasn't been successful either. How do I get the error code? Is the following the error code: Error 1935 0x80070002?

Thanks for the responses. I have tried two of the suggestions. First changing the update settings to automatic didn't do the trick. I downloaded and tried the 'bat' file and again the update failed to install. I am about to try the the other suggestion. This update is a real pain. Every time...
