Recreating Files in the Theme folder did not solve the problem. Clearing the cache didn't work because %LocalAppData%\Packages\Microsoft.Windows.ContentDeliveryManager_cw5n1h2txyewy\LocalState\Assets doesn't exist Re registering the ContentDeliveryApp recreated the files in the Theme folder...
