also treid to system restore doesn't work is there some major problem in the OS

it is shown that the option is unknown error 87 i am using windows 8.1

it takes upto 25 mins to get my control panel to open most of the times it just wont budge i have done the complete scan of my pc using Microsoft as well as avg (paid) sfc/scannow has shown some files are corrupted how do i go froward with it . (Note i have limited knowledge of computers)
