This may not apply to everyone but I had the start up looping issue this morning and this is how I resolved it: First I have 2 laptops running 8.1 64x: a) Toshiba and b) HP. The Toshiba had no problem. The HP hung in the start up loop. I powered off the HP that was looping. I then disconnected...
