Well we might have just found the culprit! I have another graphics card laying around... an 8600GT I believe. I'll throw that in here and see if it solves the problem. Probably sometime later today.

Hmmm... well your graphics card doesn't happen to be a Nvidia GT 240 does it? That's what I have. Although I'm using a Logitech mouse, I did not install any Logitech drivers/software of any sort (i.e. Setpoint).
