Amazing. The hotfix did the trick and also apparently fixed some other ongoing problems that I've been having. Thanks a lot for the help.

Try uninstalling your usb controllers/devices in SAFE MODE and reinstalling in SAFE MODE before rebooting. If this works, you may find that any new usb devices that you add outside of safe mode will cause the problem to recur.

I'm disappointed that no one has been able to suggest an answer to this. I'm experiencing the same problem.
