You can do a clean install of Windows 10 which won't take into account any of your other files, programs, etc but it will wipe the machine. Still, if you want no compatibility issues, it's best to back up your data and do a clean install. A Disk Imager like Macrium Reflect, Acronis True Image...
I've been using Rollback Rx for years but I'm glad someone took it upon themselves to improve Windows System Restore. I'll likely still stick with Rollback but I'm really interested to test this in a VM :up:
Your restore point data is within Windows, so whatever happened in regards to that Blue Screen must have corrupted your restore points (either partial or all of them). Your google account may have these settings configured, so try logging in and see if that helps. Otherwise that data is gone...
