I encountered this same error (rc=-5640) numerous times on various Oracle Virtual Box versions, and I installed and reinstalled it repeatedly, but it did not work. The latest version I tried was 7.0.20 I managed to solve it by starting the Guest VM using "Headless Start" or "Detachable Start."
