Microsoft plans to tighten task assignment in Dynamics 365 Project Operations, making project-team membership a prerequisite rather than something created along the way. Roadmap item 576296 describes an Assigned to picker limited to resources already on the current project team. The feature is listed as in development, with an estimated general availability target of March 2027—a planning date, not a delivery guarantee. Microsoft explicitly warns that roadmap dates and descriptions can change.

A project management dashboard displays team members, task assignments, a project timeline, and booking capacity. What changes: team first, task second

The planned rule is straightforward: if a resource is not on the project team, a project manager must add that resource before assigning a task. The roadmap record covers both Project Operations Core and Project Operations connected with ERP, on the web, for Worldwide Standard Multi-Tenant and GCC environments.

That would narrow an existing shortcut. Microsoft Learn’s current Create resource assignments documentation says managers can search all active bookable resources from the assignment picker. Selecting someone outside the team adds that resource to the project and assigns the task in the same workflow, without creating a booking.

The distinction is therefore not simply “team members versus outsiders.” Today’s documented workflow can turn an outsider into a team member during assignment. The proposed feature would require that membership to exist before the selection.

For project managers, the likely trade-off is a more deliberate staffing process at the cost of an extra prerequisite when assigning a newly identified resource. It puts the team list ahead of the task list—less spontaneous casting, more checking the roster.

Team membership does not guarantee capacity

The most important operational caveat comes from Microsoft’s existing documentation: task assignments and resource bookings are not tightly coupled. A manager can assign a team member more task hours than that person’s bookings cover. Microsoft exposes those differences through the Team and Resource Reconciliation tabs.

That means the planned restriction should not be mistaken for an availability check or an over-allocation safeguard. Its described purpose is to constrain who appears for assignment, not to reconcile assigned effort with booked capacity.

For example, establishing that a consultant belongs to the project answers who is eligible for selection. It does not, by itself, answer whether enough of that consultant’s time has been booked. Microsoft’s assignment documentation specifically describes resources added through the existing picker as having assignments but a booking deficit.

A documented workflow managers can use today

Microsoft Learn already documents a team-first route for both deployment types:

  1. Open the relevant project under Projects.
  2. On the Team tab, select New.
  3. Choose the bookable resource in Quick Create Project Team Member and review the role.
  4. Set the required date range and capacity allocation method.
  5. Review whether the resource should be a project approver, then select Save.
  6. Assign the resource to project tasks.

This is an existing staffing procedure, not an enablement procedure for the forthcoming restriction. Microsoft also documents booking capacity through the Schedule Board or the Reconciliation tab’s extend-booking capability.

What remains unspecified

The roadmap description does not establish an administrator toggle, required version, automatic-enablement policy, treatment of existing assignments, or behavior for generic-resource placeholders. It also does not describe enforcement across APIs or other assignment paths. Those details should remain open questions rather than deployment assumptions.

For now, the practical takeaway is narrow but useful: prepare for project membership to precede task assignment, while continuing to manage bookings separately. March 2027 remains the estimated milestone; the roadmap entry is not evidence that the restriction is available today.
