You also could try downloading and installing a network analyser app. With it you can watch the signal strengh and whether you are sharing your network channel with other wifi networks, in which case you are sharing bandwith.

Have you and your neighbours the problem at the same time?
If so, check the cable speed during it. If it is too low someone else connected to it may misusing it. Tell Spectrum.
Is the whole network is slow, any connected computer, or is it just that only computer?
Can you check the speed of the incoming cable? Try doing a speedtest with one computer being connected with a cable.
Double postings, "OOPS" errors, too many, I wonder whether they are browser related.... I am using the latest MS Edge, I only got it once....

And if your laptop does not accept your (forgotten) PIN, you should be able to switch from PIN to password?
Restore to earlier date did not help. I wonder if one of the drivers was updated with last update and I really wonder if a restore to earlier date restores all drivers to, I don't think so. To me it looks like a driver issue.
