Windows 7 32-bit has a 16-bit emulator. 16-bit applications should run just fine in Windows 7 32-bit. There is no need in having XP Mode to run 16-bit applications in Windows 7 32-bit. It's Windows 7 64-bit that does not emulate 16-bit, instead Windows 7 64-bit has emulation for 32-bit.

encryption means the file has been scrambled to keep people from reading the file. A password is needed to UN-scramble the file. Basically without the proper key, there is no way to unlock and open the door.

Probably encrypted to trick you into downloading a virus infested application. My advice would be to delete the file and download a copy without encryption. Please note, I'm not encouraging the idea of pirating copyrighted content.
