EDIT: I found my answer. I downloaded a full LTSC 2019 ISO from Microsoft and launched it from within LTSC 2016. It upgraded it kept all the files and apps in place 👍🏻

Microsoft have today released a Compatibility update which basically will ensure your Windows 10 version is up to date. So if your using builds 1607 or 1511 then after installing this update the system will update to the latest version available.
