    Windows 10 Everything is highlighted fuzzy blue.. help

    It has been happening for a few months now when I had windows 8.1. Now I have 10 and figured it would be fixed but the issue is still here. Everything is highlighted blue! I cant fix it.. ive tried tons of things.. nothing works.... any idea? Link Removed
