I've been experiencing this issue many times, and quite frankly it's very annoying.
After the first few days of getting my new laptop (Samsung) and it came pre-installed with windows 8. I opened it, opened Internet Explorer to download Google Chrome, and start browsing.
Perhaps a few days...
