CVE-2023-31096 is a security vulnerability in legacy Agere soft modem drivers (agrsm64.sys and agrsm.sys) that were included in Windows. Microsoft addressed this issue by removing these drivers from Windows images in the January 13, 2026 cumulative update, citing an unresolved elevation-of-privilege risk. As a result, devices that depend on these in-box drivers—such as analog modems, fax modems, and certain soft-modem adapters—will stop functioning on patched systems. Microsoft recommends that users remove dependencies on this hardware to maintain system security.
