icons stacked

So I enter my password, PC's taking longer than usual, I hear the typical error sound. I'm suprised, my desktop wallpaper is gone, the icons on it are stacked rather than as I set them, the pinned buttons on taskbar are gone. The Start button won't respond, neither the toolbars. Then there comes...
