    Windows 8 How to Delete Stubborn File in INetCache Causing Popup Issues

    hey guys i got this odd file stored in C:\Users\Dell\AppData\Local\Microsoft\Windows\INetCache i can't delete it?it say's open in windows explorer... and every time i open my pc it pops up with a donate page..... how can i delete it?.
