Ideally, at least 1709 (October 2017).
Windows Update shows no updates.
EDIT: I found my answer. I downloaded a full LTSC 2019 ISO from Microsoft and launched it from within LTSC 2016. It upgraded it kept all the files and apps in place 👍🏻
