    Windows 7 Cant change permissions

    Hey guys, I wan to delete the following file: \WINDOWS\system32\C_1252 However, this file is protected and I cant delete it... I am using Administrator account and I tried to change permissions but I fail doing so. Can anyone help? Thanks :)
