Windows 7 Factory Restore, But Keep Some Files..

Windows 7 when i right click, and select new-> i can only create folders
ont he C drive, i can only create folders on the C drive. the other options, like shortcut, microsoft word file, WinRAR archive, etc, etc are all gone. is there a way to restore this broken shell integration?- sakau2007
