A few days ago I installed a third party program which installed a hijacking search engine called snap.do, I then proceeded to uninstall it but now I can't connect to the internet altogether, so I run a virus scan and a few things...

I had a problem with snap.do becoming installed on my win 7 machine. Ran uninstall, ccleaner and spybot which removed the problem, however the name snap.do engine still remains in control panel features and programs. I have also done a registry edit and can find no software relating to this...
Due to malware issue (snap.do) i want to refresh or reset my windows 8 (updated to 8.1). but on restart it gives the following error
