The switcher bar in Windows 8.1, also referred to as the APP bar, is accessed from the top-left corner of the screen and displays thumbnails of currently active apps. Users can left-click to keep the bar visible while viewing live apps and the desktop simultaneously. Right-clicking a thumbnail reveals additional options for manipulating app size, position, and swapping between apps and the desktop. The Windows 8.1 Update (8.1.1) introduced the option to pin Store apps to the taskbar, but the switcher bar remains available and offers unique functionality not replicated on the taskbar, such as managing multiple active apps and the desktop from a single interface.
This is, actually, a 2-parter...
1. w/ the Update (8.1.1) can, now, opt to have Store icons on the Task Bar.
2. There is, as w/ anything in this context, the ability to 'pin' these to the Task Bar.

I sometimes wonder, especially since Windows 8.1, if people know or realize how or how much things can be maneuvered and manipulated @ or from the Switcher Bar; what I always call(ed) the APP Bar, Top-Left Corner.
