Windows 7 Strange Slow Response to Refreshing

Windows 7 Windows Security Center keeps on turning off!
A bug I hope? Everytime I reboot I get the above message, in the system tray - 'Solve PC issues'. When I click it, I get the above message to switch back on 'Windows Security Center'. Windows 7 "Driver Power State Failure" BSOD on shutdown
Twice! Shutdown takes a very long time (5 minutes+), then crashes with above error. Also had a shutdown fail (or at least, terminated after 15 minutes plus).
