Windows Vista 7 won't let programs access the internet

At first win 7 upgraded fine and everything worked great.For 3 days now only my email and the web browser can connect.I turned off the firewall,no help.Rescanned drive with virus scan and found nothing.checked for spyware and none was found.
Programs like peer spider or limewire can't connect to internet.Install a new program that need to connect to register show no connection.Even in my email ,it will not load picture links in the email.Just shows a X where the link is.I can click on the area and it will go to the site.
Is there anything i can do other then do a reinstall?

It depends,,,,

Does your Anti Virus contain a firewall?
What antivirus are you running?

Try uninstalling your AV and see if that fixes the issue...

if you have a router,,, bypass it and connect direct to your modem.

AV is uninstalled.
It was Avg virus scan.
My other computer is find.
I even put older a older hard drive in with win 7 on it and was fine.
What could it be in this install of 7 that went bad?
 
Who know,,

Limewire and P2P software,,, downloaded garbage.... AVG is garbage

Scan your system with NOD32 online scanner,, then with a different one.

Use Spybot and Malwarebytes Anti Malware to scan the system.

There are far too many things that could have happened with P2P software installed and used.
 
Spy bot will not install as it can't connect to internet.Virus scan found nothing.
Looks like i will have to do a clean reinstall.
 
Problem solved.
After comparing 2 systems side by side i went through every setting i could find.
Some how in the internet option in control panel the proxy box was checked.Don't no how it happened but by removing that check all is fine now.
Dam what a frustration time it's been.
