Windows 10 'Access denied'

Hello community...I am new here and am seeking some advice.
After upgrading to Windows 10 i cannot open Microsoft Outlook. I am receiving an error before Outlook will open, 'Access denied'. Does anyone know what the following error means and what to do to correct the problem?
 
If Kemical's solution doesn't address the issue I would do the following

  1. Go into Control Panel > Programs and Features > Repair Office
  2. Use procmon to determine what Outlook is trying to access that it can't
    • Download from here
    • Click on Filter > Filter...
    • Change the first drop down to Result
    • In the third type ACCESS DENIED
    • Click Add
    • Click Apply then OK
    • Launch Outlook
If you get some entries either post a screen shot of them or save the PML file, zip and upload here.
 
And a third try.

Go to
C:\Users\username\AppData\Local\Microsoft\Outlook
and move the *.ost file there to a safe place.
Restart outlook. It will give a message that it is setting it up, but then all may be in order (fingers crossed)
 
Try each of the following steps in order until the issue is resolved:
- Disable and re-enable the Outlook integration:
- Disable the Outlook integration.
- Exit and sign out of The Raiser's Edge and Outlook.
- Reboot the workstation.
- Open Outlook, and re-enable the checkbox that was unmarked in step 1a.
- Edit the action again.
