Windows 7 Biostar 780G & NVIDIA 210 Conflict

The MB is a Biostar 780G and I am trying to use an NVIDIA 210 graphics card. It worked for about a week, now it will only boot from the onboard graphics. Whenever the video card is plugged in there is not any video. I have tried uninstalling drivers, disabling them, switching the bios settings but nothing seems to be working. Anyone have any ideas?
 
Go in the bios and set the PCI-e card as the default or initial display device. Disable the onboard video or onboard vga. Save.
 
main thing pops to my mind is maybe the Nvidia card is borderline on the power input supplied from the motherboard, what wattage is the PSU outputting?
