Windows 7 Browsers can't see proxies

Hey there. Ok here's the deal:

I'm running windows 7, have firefox and IE installed. I was using a proxy program called "ghostsurf platinum" which has been working great up until now. All of a sudden, everything stopped working proxy-wise. Everything I've configured for ghostsurf to work is correct. I tried something simple like foxy proxy as well, and when I try use either, FF (and IE for that matter) say
Firefox (or IE) is configured to use a proxy server that is refusing connections.

I have tried EVERYTHING I can think of. I removed the pref.js file from FF user profiles and that didn't work. I've uninstalled and reinstalled both firefox and ghostsurf. I checked my firewall settings (even though I hadn't changed anything recently) and ghostsurf has permission to go through it.
It's gotta be a windows 7 thing since NO proxy program or IP will work.

Any suggestions?
