Windows 7 cannot change the Shut Down button in the start menu

When I first got my Dell Inspiron Windows 7, 64 bit, the power button in the start menu had all the options: shut down, hibernate, log off,switch users. A couple of weeks ago it changed and now only has Log Off and Switch Users. I cannot change it in the Properties box because it only has the 2 options. Any ideas on how to get all the options back would be appreciated.
 
Try this desktop gadget - it has all those features plus a few more on your desktop. It will help you determine if the features have actually been disabled (in which case the gadget won't operate either) or if the problem is with your power button options. (I use the gadget all the time in preference to the power button anyway - I find it much more convenient).

Other than the utility, it almost looks like you are running as a restricted user without permission to do other things.
