Windows 7 Can't Click Top Icons on Desktop

Hi guys! I don't know when this happened, but I'm suddenly not able to click the icons on my desktop besides the bottom 2 rows. This is the highest I can click (above the line I am not able to click anywhere). I can right click within the bottom 2 rows, but not above there. If you know how I can change this so I am able to click everywhere that would be great. Thanks everyone!

Hello again everyone! For someone reason, the Dell Stage program doesn't like desktop icons so I restarted the program, and I was able to successfully click all the icons on my desktop! Yay!
