Windows 7 Counter Strike Problems

Hey guy's,

i have a big problem with my new notebook.

When i was playing Counter Strike Source, i've FPS frequence: 20-30

I think the reason is windows 7 (64bit)....

My Notebook:

CPU: AMD Athlon TF-20
Graphic: ATI Radeon HD 3200
Ram: 4GB

I hope you understand my bad english
