Windows 7 Custom Locale

Hi there! I know it's kinda random to ask this question. Is anybody know what does it mean custom locale here? Control panel > Region and Language. And what is the usage? Thanks for your thought. :) Pic1.png
 
Could be a couple of things. Can't be sure without seeing the selected culture just below where you have circled.
Your computer may have a custom culture registered, that is, one created to support a culture not native to Windows, e.g., en-DE = English in Germany. The other possibility is that the format has been modified using the Region and Language dialog. Click Additional settings... to see more details or to reset to the default.
