Windows Vista Dial-Up Accounts

In preious versions of Windows it was possible to automatically set up new dial-up accounts by clicking on the INS file provided by your ISP.

In Vista there is no obvious way to do this. Clicking on thr INS file asks for a program to run it.

Is there any way to automate this?

looks as if the isp needs to write an install file for vista.
vista is gonna struggle badly on dial up.
the graphics and code need lotsa bandwidth.
i used satellite for 3 years. mucho better than d-up
