Windows 7 Did my LAPTOP crash?

i had problems with my windows 7 so i decided to switch back to WINDOWS VISTA. When I tried to re-install windows vista.... I had a notification about my hard drive... I think it might be full. "WINDOWS FAILED TO START. A RECENT HARDWARE OR SOFTWARE CHANGE MIGHT BE THE CAUSE" i tried to start in 'safe mode'.. 'safe mode with networking' etc NO LUCK NOW im thinking the old windows is gone and cant be recovered and the new windows doesnt have enough space. Now I tried to install it for the 4th time and when asked where do i want to install windows.... no drivers where found

Welcome. This is the point where you went wrong. Wipe the disk with a low level format utility and install Windows 7 after.

I have no idea what a low level format utility is... i cant access windows at all.
