Windows 7 Dual Display Question

I have my computer hooked up to my monitor and my TV. What I want to know is, is there anyway to make it so when I click a shortcut on one desktop it opens on that same desktop. For example let's say I have a Firefox shortcut on my monitor desktop and another Firefox shortcut on my TV desktop. I want to be able to click on the monitor FF shortcut and have it open on the monitor and I click on the TV FF shortcut and have it open on the TV. Right now if I click the shortcuts on my TV desktop they open on my monitor since I have it set as my primary monitor. Any help would be very much appreciated.
