Windows 7 error 1935

so i get this error 1935 when i install MS Office or OpenOffice 3.0 or anything of the sort
i researched a little and tried reinstalling visual c++ but the same error got me
also there was something about the .net version on some of the sites and strangely enough i cant see my .net framework in "Turn Windows features on or off"
any help would be appreciated.

Download it from Microsoft.com then.... but i thought it automatically installed as an update?
