Windows 7 fan issues

I have a Dell studio 15 running Windows 7 professional 32 bit
ATI Mobility Radeon HD 4500 graphics card
Pentium duel-core CPU T4200 2GHZ

My problem is that my fan speed is stuck at 30% which sometimes causes my laptop to overheat. Last night it reached 95deg cel which is a high level. I've looked at the fan and there is no dust in it.

I downloaded speedfan 4.40 but when I click on configure and go to fans there are no fans listed.

I also downloaded TechPowerUp GPU-Z 0.4.2 which is showing the fan speed at 30% with the fan speed RPM changing.

There are no options to change the fan settings in bios or in ATI Catalyst Control Centre. What can I do to increase the fan speed % to stop my laptop overheating, bsod'ing and crashing?
