Windows Vista Fixing Windows Error Recovery on Dell 1525 with Vista OS

My Vista OS on Dell 1525 cycles to "Windows Error Recovery" no matter what changes or selections are made; in Boot selection or Set Up. I cannot get to the reinstalling disk. It's dead in the water.
