Windows 7 Getting error with the Expanding Files part of installation

It gets stuck at 0% and after 5 minutes or so it tells me the files are corrupt or missing, with an error code ending in 17. It's basically the problem here:

However, I've tried almost every solution.
I used a different windows 7 set of files.
I used a external hard drive to install.
I used a USB 8gb to install.
I used the disc to install.
I swapped the ram around with the maximum combos. I have two 1gb sticks.

What do I do now? :(
