i was trying to install windows 8.1 preview and it downloads fine but when it says "gathering info" it hangs at 71%

When you say 'hangs', have you tried leaving it for a while?

yes, but its not a hang at all, it just stays at 71% for a while

If your system should be compatible then have you considered burning to disk and doing a clean install ( to be honest this is probably the best way to install windows 8.1 imo)
