How do I make new Chrome themes (with the images insertable in tabs , frame, toolbar )

The two theme creating extension on Chrome doesn't change the tabs frame and toolbar with images, only colors are available.

I found that Chrome Theme Maker website is supposed to do this but doesn't work. (s

chrome isn't windows 7 software, I got tired of trying to make it look like I want. IE9 is fully customizable, just lose the addons and it works great.
