Windows 7 How to change the font color of tasbar, third party application is the only way ?

like the pic shows,the default white color of font on taskbar is so hard to watch; so
how to change it?

i read from other forum that to change it you need some third party application like
restorator(to export NORMAL.res file),hex editor (to edit NORMAL.res file,i use XVI32 for now)

but i'm new to hex editor,can't find where exactly to edit.

any one with experience of hex editor can help??????
